I think the following ideas are the solutions you seek.  

Don't be afraid of daunting statistics. Let Divrei Hayamim Chronicles 1 16:16-25 speak for itself!

יט בִּהְיוֹתְכֶם מְתֵי מִסְפָּר כִּמְעַט וְגָרִים בָּהּ:
20 And when they walked from nation to nation, and from one kingdom to another people.
כ וַיִּתְהַלְּכוּ מִגּוֹי אֶל גּוֹי וּמִמַּמְלָכָה אֶל עַם אַחֵר:

כא לֹא הִנִּיחַ לְאִישׁ לְעָשְׁקָם וַיּוֹכַח עֲלֵיהֶם מְלָכִים: 


If we live according to Emunah,  demographic numbers should not have any bearing as per whether to annex Judea and Samaria.  According to the Torah it is the heartland of the Land of Israel.  

How to solve the Demographic problem of the Arabs?

Let us model our path after Joshua the first Jewish warrior and conqueror of the 7 Canaanite Nations.  

The Canaanite Nations in the time of Joshua's conquest,  were required  to accept the Sovereignty of the Nation of Israel and agree to abide to the 7 Noachide laws.  Universal Morality: The Seven Noahide Laws http://m.chabad.org/therebbe/article_cdo/aid/62221/jewish/Universal-Morality.htm Non Jews who agreed to these preconditions were granted civil rights and were given resident status known as Ger Toshav.  

There are Biblical commandments pertaining to the Ger Toshav as there are for Israelites. All have obligations,  and the Ger Toshav is protected with civil rights. They are welcome and proud inhabitants of the Land of Israel.

Every non Jew who does not fit into the category of Ger Toshav should leave.  There are many Arab countries to choose from. They can choose to stay but they are not welcome as they are by their own choice hostile to  G-d and the Nation of Israel.  By their own deeds, they are not worthy of settling the Holy Land. In fact the Torah warns us to destroy them because they will be thorns in our side due to their idol worship and abominable practices.  

I would like to suggest a novel approach for a 2 State Solution.  It is modeled after the Israelite and Judean Kingdom prior to the destruction of the first Temple.

 It is not modeled after the disastrous Oslo accords as is the 2 State Solution of our generation.

Let me suggest as I have in the past,  that in Judea and Samaria we set up a prototype gov't based on Torah Shebaal Peh and Torah Shebichtav.  It will be a temporary situation of 2 Jewish governments with the long term national goal to merge into 1 .  They will be sister states and each will help each other defend the Sovereignty of the Nation of Israel.  The Judea and Samaria Authority will be an autonomous government with it's own defense and military.  This solution is far better than the existing one under COGAT.  See  http://www.cogat.idf.il/1279-en/Cogat.aspx .   COGAT is the acronym for Coordinator of Government Activities in the Territories,   a body responsible for implementation of government policy in Judea and Samaria and civil matters in accordance with the guidelines set by the government of Israel and in coordination with ministries, the IDF and the security forces. 

COGAT is strongly influenced by NGO's like NIF's foreign influence over Judea and Samaria and often has a bias against Jewish Settlement.

Daily Caller: Clinton Foundation Lied to the IRS About Tax-Exempt Status

The IRS Tax Exempt Status which stops religious institutions from endorsing a candidate as per the Johnson Amendment in 1954 https://en.m.wikipedia.org/wiki/Johnson_Amendment is preventing Jewish Mainstream Orgs for endorsing the Republican Platform from fear of losing their tax exempt status.  The Republican platform is consistent with Biblical truths and values while the Democratic platform and  policies are in opposition of such truths.

The suppression of Pulpit expression is a violation of the 2nd Amendment when it is used as an economic dagger against religious expression and religious leaders should have no hesitation to express which platform is most consistent to their religious beliefs and values without being threatened with economic backlash.

If there is any non for profit organization that deserves to lose their tax exempt non for profit status it is the Clinton Foundation!

In July, a federal lawsuit was filed in New York against Facebook on behalf of bereaved families of terror victims. The families demanded $1 billion in compensation from the social network, claiming that it has provided services to Hamas, and has the power to monitor terrorist incitement on its platform, but chooses not to do so. 

The lawsuit against Facebook was filed around the same time that Israel's Internal Security Minister, Gilad Erdan, harshly criticized Mark Zuckerberg for failing to curb incitement on Facebook. The real force behind the initiatives to stop social media incitement is Nitsana Darshan-Leitner, the head of Shurat HaDin - Israel Law Center, established in 2002 with several partners.
 
Shurat HaDin is a registered NGO and a Jewish legal rights organization that provides legal representation to terror victims and goes on the offensive against entities that finance terrorism and terror organizations. Shurat HaDin is now trying to fight incitement and the promotion of terrorism on social networks, in the belief that social media giants Facebook and Twitter should take responsibility for monitoring the content on their platforms.
 

Legal Warfare
 
Darshan-Leitner, married with six children, was born in Petah Tikva and grew up in a religious home. As a child she dreamed of becoming a doctor, but after completing her national service at Magen David Adom, went on to pursue a law degree at Bar Ilan University. After graduating, the young lawyer began to take on pro-bono cases. For example, she represented a belly dancer who filed a harassment suit against the Egyptian ambassador to Israel, Mohammed Bassiouni. Following the Bassiouni case, she established her reputation as a legal fighter on behalf of terror victims.
 
In a recent initiaive last month, Darshan-Leitner filed a petition in Israel's Supreme Court, arguing that Israel's new reconciliation agreement with Turkey allows Hamas to continue operating within Turkish borders, endangering Israel and its citizens.

As head of Shurat HaDin, Darshan-Leitner has accrued an extensive list of legal victories worldwide, as well as in the Israeli Supreme Court. It is anticipated that her influence as one of the most prominent Israeli activists will continue to grow and that her numerous legal initiatives will continue to gain momentum.
