Sunday, November 29, 2020, 11:39 Early Sunday morning, at approximately 5:00, a minor recovering from a traffic accident in which he was injured the previous week was detained in his bed at home in Yitzhar. He required a complicated operation on his arm, which was set in a cast. The policemen ignored the pleas of his parents, who asked them not to detain him due to his medical condition, which includes intense pain, and woke up the entire household. The minor was taken to the police station, interrogated on suspicion of involvement with an incident that occurred several weeks ago, and released after the interrogation.
At the police station the minor complained about his severe pain, but received no response from the policemen. Honenu Attorney Adi Kedar is assisting the minor: "A detention warrant for a minor is a last resort, to be used after all attempts to summon him in an organized manner have been tried, which was not done in this case. The Israeli Police rushed to issue a detention warrant and carried it out at a very early hour of the day, with no consideration for the minor's sensitive medical condition. It appears that someone is looking for showcase detentions and intimidation, not measured law enforcement according to good judgment. I say, regretfully, that a family in Tel Aviv would have received different treatment. I call on Amir Ohana, the Public Security Minister, to carefully examine what is happening in the Yehuda and Shomron District."
The minor's father: "The Israeli Police came to our house in the middle of the night, woke up the entire family, caused a disturbance, and frightened the small children. We explained to them [the policemen] that the boy is recovering from an operation, he has a cast and is under medical care, but they paid no attention. The policemen didn't listen. They showed total disregard. After several hours he was released. They couldn't have summoned us in a normal way? For what was all the commotion? The educational damage to our children, the neighbors' children and all the children in the community is irrevocable. For no reason they are causing a generation of children to not trust the police, not trust the State, and it's all because of a lack of consideration by the policemen. What a shame."

Wednesday, November 25, 2020, 15:00 A routine check at an army barrier in place due to the closed military zone order which has been imposed on the residents of the Kumi Ori neighborhood in Yitzhar since October 2019 resulted in several detentions.
On Wednesday, November 25, the Petah Tikva Magistrates Court rejected the police request to extend the remand of the detainees from Yitzhar and ordered their release. A Yitzhar resident, who was detained on suspicion of disturbing a policeman in the line of duty, was released on bail without restrictions.
An additional detainee, a Kumi Ori resident, who was injured in the face as a result of police brutality during his detention, was released to several days of house arrest at his home. The court has permitted him to leave his house for prayers at times set by the court. The resident was interrogated on suspicion of assaulting a policeman and endangering human life in a traffic lane.
After the deliberation, Honenu Attorney Nati Rom, who is representing the detainees, said: "Despite the overblown announcements by the Israeli Police that there had been an attempted ramming attack - and there were other attempts to demonize the residents of the site - there had not been an attempted ramming attack, and the court accepted our claims. It is unfortunate that one of the detainees returned with bruises all over his body. We hope that the extensive use of accusations of assaulting or disturbing a policeman in the line of duty in situations such as this will stop."

Regulating Judea and Samaria -
A Welcome Announcement

Settlement Affairs Minister Tzachi Hanegbi announced last week at the Knesset plenum that he will promote a move to regulate 'outposts' in Judea and Samaria in agreement with Prime Minister Netanyahu and Minister Michael Biton.

"We have jointly agreed to formulate a resolution to the government to promote all legal moves that will lead to the regulation of young settlements. I am convinced that the government will take the issue very seriously and examine it with in-depth consideration," Hanegbi said.

National Union chairman MK Bezalel Smotrich welcomed Hanegbi's announcement as did the Yesha Council, who stated, "This is good news for anyone who is close to the heart of the Israeli settlement in Judea, Samaria and the Jordan Valley. For many years, hundreds of families living in the young settlements have not been able to enjoy the most basic things - running water, regular electricity, the internet and communications and security components."

Yes, AFSI reiterates Hanegbi's comment that, yes, it's time - and long overdue - to work toward achieving normalization for the residents of Judea and Samaria.

Evacuation of Khan al-Ahmar Stalled Again

The illegal herding village of Khan al-Ahmar was given yet another reprieve when the High Court of Justice gave the state until July 15, 2021 to explain its failure to evacuate the compound.

Regavim, the NGO actively working for 11 years to see that the evacuation is carried out, condemned the delay. Though this latest ruling is another postponement in this long legal battle, Regavim's petition has not been thrown out and still stands.

Haley to POTUS:
Get to the Heart of UNRWA

Nikki Haley, former United States ambassador to the United Nations, called on the Trump administration to declassify a report detailing the current number of Palestinian refugees who are receiving aid from the United Nations Works and Relief Agency for Palestinian Refugees (UNRWA).

Haley tweeted, "Very important that the Trump administration declassify the report that provides a current estimate of the number of Palestinian refugees who are receiving support. This goes to the heart of speaking hard truths in the name of moving peace forward."

Haley's tweet linked to last week's New York Post op-ed authored by Foundation for Defense of Democracies Senior Adviser Richard Goldberg and Senior Vice President for Research Jonathan Schanzer. The op-ed noted that Congress required the State Department in 2012 to produce a report on the number of Palestinian refugees receiving aid from UNRWA that were alive in 1948; the report was completed and sent to congressional appropriations committees years later, but the report remains classified today.

Goldberg and Schanzer wrote that, "The public release of these figures could spark an international debate over UNRWA's mandate." AFSI asks the question, What debate? The truth should not be up for debate. No more suppression of the real numbers. We agree with the statement in the op-ed, "...Palestinian refugees are narrowly defined as people who were personally displaced from then-Palestine between 1948 and 1949 and aren't currently citizens or permanent residents of the Palestinian Authority or any country."

We look forward to the Trump administration de-classifying the report to expose the real numbers. Let's put an end to this long-standing falsehood and move on.
