While I am not familiar with the activity of these 4 Jewish Settlers, I never heard their names before, my first instinct is not to believe this narrative. Period. The modus operandi of the Biden Administration is to create a false narrative of Extremist Jewish Settler Violence and to look away from the real Palestinian Extremist threat against these Settlers. These accusations of being Jewish violent extremists almost always have no factual foundation and distorted. "Settlers Violence" are almost always acts of self defense or IDF anti terror activity. Innocent Jewish Settler Youth, often protesting or victims or actually being threatened and/or actually being attacked by militant possibly jihadist Arabs, are placed under illegal Administrative detention, denied their basic human and civil and sometimes children rights, denied access or have delayed access to a lawyer, tortured physically or mentally only to be released with no supportive evidence found of any extreme violence on their part. Meanwhile their names are tarnished and smeared and their needless suffering translates to trauma. The incident is then recorded in the statistics as an extreme violent Settler act.

Where is the outcry from Rabbonim who speak about Loshon Hara but when it comes to Hilltop Youth and Jewish Settlers it's a matter of Politics? Torat Eretz Yisroel is divorced from Torah in Chutz LeAretz? Where is the outcry when there is nonstop Loshon Hara and Dibat Shem Ra on the Jewish Settlers of Eretz Yisroel?
We see first hand the evil blood libels that created a false narrative of Jewish Settlers Violence that has thrown an innocent man, Amiram Ben Uliel into the dungeon of Shabak into Solitary confinement for 8 years going on 3 lifetime sentences with no corroborating facts or evidence. Until Israel releases Amiram Ben Uliel who is innocent beyond a shadow of a doubt, convicted of 3 life sentences after he was tortured until he was forced to confess that he perpetrated the Duma arson and until righteous innocent Settlers who are banned from their homes in Judea and Samaria for engaging in self defense from hostile Arabs are vindicated and their names cleared, all reports of Jewish Settler Violence is highly suspect.
We know the West has an agenda which is justifying the creation of a Palestinian State that translates into the elimination of Israel.
Basically there is no underlying Jewish culture for extremist Jewish Settler Violence. We know because we are and or aspire to be Jewish Settlers in the Land of Israel and we are proud of it and we are G-d fearing. Just check out the liturgy of any Siddur (Jewish Prayer book) which repeatedly speaks of our eternal desire to return to Zion and settle in our Promised Land! We understand the moral code. Killing innocent people is against our religion. Self Defense on the other hand is a Biblical imperative. One who comes to attack you, we must attack him first.
In comparison, there definitely is a culture of extremist Arab violence and Jihadism among young Arabs, whereby children are indoctrinated and their Jihadist mothers are so proud and brag about it. These indoctrinated school children and graduates are determined to eliminate Israel and exterminate the Jews. Period!
Biden for some strange reason doesn't sanction extremist Arab jihadists! No, he just puts an Executive order just on the Settler Jews who are under daily life threatening threat from these Jihadists and their Nazi education.
