*If you have driven the roads of Judea and Samaria in the past two years, the feeling that almost certainly filled you is that we control the entire territory. At every ridge and every turn a sign points to a new hill or farm, and it seems that victory in the campaign is just around the corner.*
*But the truth is that the glasses through which we look are deceptive and dangerous. Gideon Dukov addressed that danger at length this week in his column in Makor Rishon.*
*Anyone who still needed proof that the chairman of Yisrael Beiteinu is not a man of the Right received it once and for all this week. In an interview with Besheva editor Emanuel Shiloh, Avigdor Lieberman floated into the air the dangerous idea that security responsibility for Areas A and B in Judea and Samaria should be transferred to the Jordanians.*
*It is quite possible, however, that Lieberman is simply relying on public ignorance regarding the map of the division of areas in Judea and Samaria. That same ignorance leads even some in the national camp not to understand the enormous importance—and the danger—of Area B.*
So let us put the numbers in order for a moment. The total area of Judea and Samaria is about 5,860 square kilometers. The familiar division, recited in every discussion, states that Area A is about 18 percent, Area B about 22 percent, and Area C—where both civil and security responsibility is Israeli—occupies about 60 percent of the space. *That figure creates a sweet optical illusion according to which Areas A and B are like small, isolated islands inside an ocean of Israeli control that can be handed over to a foreign actor without rocking the boat.*
The geographic reality is entirely different. A huge part of Area C is the Jordan Valley and the Judean Desert—about 2,000 square kilometers, roughly a third of all of Judea and Samaria.
When the Oslo maps were drawn there was clear security logic that jumps out at the eye: the Valley and the Dead Sea were meant to serve as a vital buffer zone between Jordan and the planned Palestinian entity, so as to prevent territorial contiguity that would allow a foreign army to reach positions commanding the Dan Bloc. Even the architects of Oslo from the Left, with all their fantasies, understood what Lieberman today refuses to understand.
The statistical reversal occurs when one cleans the area calculation of the relatively empty expanses of the Valley and the desert and focuses on the heart of the conflict—the central mountain ridge. In that region, where more than 95 percent of the residents (Jews and Arabs) live, the numbers flip. In the space where life itself is conducted, Area C shrinks to less than 40 percent, while Area A occupies about 27 percent and Area B about 33.5 percent.
*Anyone who glances at the maps of these areas will discover that Area C consists mainly of the outlines of the Jewish communities, the traffic arteries that connect them, and a little extra breathing room around them. By contrast, in a great many cases Area B includes strategic points that topographically dominate Area C, the main roads in Judea and Samaria, and central junctions.*
*And yes, also the center of the country.*
*In plain language: from Area B one can observe and fire on the entire area from Hadera to Gedera.*
*Introducing armed foreign forces there is suicide.*
*It is important to say: the outgoing government succeeded in leading unprecedented moves to strengthen the Jewish hold on Area C. Bezalel Smotrich and Orit Strook, together with the daring people of the farms and the hills, reversed the trend on the ground. Illegal Palestinian construction is being demolished more than in the past, and the farms are seizing and guarding most of the remaining open spaces.*
*But the Palestinian Authority is not sitting idle. The efforts it previously invested in Area C it is now transferring to Area B. Anyone who understands that only settlement and presence on the ground determine who actually controls it must act there as well.*
*Once this geographic reality is fully understood, one understands that it is not enough merely to explain how insane Lieberman’s idea of transferring security control to an Arab body is.*
*The real message is a clear demand: announce the cancellation of the Oslo Accords and officially declare that, as far as the State of Israel is concerned, Area B is like Area C. The government that will be formed here after the elections—assuming and hoping it will be a right-wing government—must enter the fateful campaign over Area B.*

האשליה האופטית של שטח C

אם נסעתם בשנתיים האחרונות בכבישי יהודה ושומרון, קרוב לוודאי שהתחושה שמילאה אתכם היא שאנו שולטים בכל השטח. בכל מבתר ופנייה מתנוסס שלט הכוונה לגבעה או חווה חדשה, ונדמה שהנה אוטוטו המערכה מוכרעת.
אבל האמת היא שהמשקפיים בהם אנו מסתכלים מתעתעים ומסוכנים. לסכנה הזו התייחס בהרחבה השבוע גדעון דוקוב בטורו ב'מקור ראשון'👇
"מי שעוד היה זקוק להוכחה לכך שיו"ר ישראל ביתנו אינו איש ימין קיבל אותה באופן סופי השבוע. בריאיון לעורך בשבע עמנואל שילה הפריח אביגדור ליברמן לחלל האוויר את הרעיון המסוכן שיש להעביר את האחריות הביטחונית על שטחי A ו-B ביהודה ושומרון לידי הירדנים.
אבל ייתכן מאוד שליברמן פשוט נשען על הבורות הציבורית באשר למפת חלוקת האזורים ביהודה ושומרון. זו אותה בורות שגורמת לכך שגם במחנה הלאומי יש מי שלא מבין את החשיבות העצומה, והסכנה, של שטחי B.
אז בואו נעשה רגע סדר במספרים. שטחם הכולל של יהודה ושומרון עומד על כ-5,860 קמ"ר. החלוקה המוכרת, שמדוקלמת בכל דיון, קובעת ששטחי A הם כ-18 אחוזים, שטחי B כ-22 אחוזים, ושטח C - שבו האחריות האזרחית והביטחונית היא ישראלית – תופס כ-60 אחוזים מהמרחב. הנתון הזה יוצר אשליה אופטית מתוקה, שלפיה שטחי A ו-B הם מעין איים קטנים ומבודדים בתוך אוקיינוס של שליטה ישראלית, שאפשר למסור לגורם זר בלי לזעזע את הספינה.
אלא שהאמת הגיאוגרפית שונה בתכלית. חלק עצום משטח C הם בקעת הירדן ומדבר יהודה, כ-2,000 קמ"ר – כשליש מכלל שטחי יו"ש. כששורטטו מפות אוסלו, היה בכך היגיון ביטחוני ברור שקופץ לעין: הבקעה וים המלח נועדו לשמש שטח חוצץ חיוני בין ירדן ובין הישות הפלסטינית המתוכננת, כדי למנוע רצף טריטוריאלי שיאפשר לצבא זר להגיע עד לעמדות שליטה על גוש דן. אפילו אדריכלי אוסלו מהשמאל, על שלל הזיותיהם, הבינו את מה שליברמן היום מסרב להבין.
המהפך הסטטיסטי מתרחש כשמנקים מחישוב השטח את מרחבי הבקעה והמדבר הריקים יחסית, ומתמקדים בלב הסכסוך – שדרת ההר המרכזית. באזור הזה, שבו מתגוררים יותר מ-95 אחוזים מהתושבים (היהודים והערבים), המספרים מתהפכים. במרחב שהחיים עצמם מתנהלים בו, שטח C מצטמצם לפחות מ-40 אחוזים, בעוד שטחי A תופסים כ-27 אחוזים ושטחי B כ-33.5 אחוזים.
מי שיעיף מבט במפות האזורים הללו יגלה ששטחי C כוללים בעיקר את קווי המתאר של היישובים היהודיים, צירי התנועה המחברים ביניהם, ועוד קצת מרווח נשימה מסביב. מנגד, בהרבה מאוד מקרים שטחי B כוללים נקודות אסטרטגיות ששולטות טופוגרפית על שטחי C, על צירים ראשיים ביו"ש ועל צמתים מרכזיים. וכן, גם על מרכז הארץ. בתרגום לשפה פשוטה: משטחי B אפשר לתצפת ולירות על כל השטח מחדרה עד גדרה. להכניס לשם כוחות חמושים זרים זו התאבדות.
חשוב לומר: הממשלה היוצאת הצליחה להוביל מהלכים חסרי תקדים בחיזוק האחיזה היהודית בשטחי C. בצלאל סמוטריץ' ואורית סטרוק, יחד עם אנשי החוות והגבעות הנועזים, הפכו את המגמה בשטח. הבנייה הפלסטינית הבלתי חוקית נהרסת יותר מבעבר, והחוות תופסות ושומרות על רוב השטחים הפתוחים הנותרים.
אבל הרשות הפלסטינית לא שוקטת על השמרים. את המאמצים שהיא השקיעה בעבר בשטחי C, היא מעתיקה כיום לשטחי B. מי שמבין שרק התיישבות ונוכחות בשטח קובעות מי ישלוט בו בפועל חייב לפעול גם שם.
כשמבינים את המציאות הגיאוגרפית הזו לאשורה, מבינים שלא מספיק רק להסביר עד כמה הרעיון של ליברמן להעביר את השליטה הביטחונית לגוף ערבי הוא הזוי. המסר האמיתי הוא דרישה חותכת: להודיע על ביטול הסכם אוסלו ולהכריז רשמית שמבחינת מדינת ישראל שטח B הוא כמו C. הממשלה שתקום כאן אחרי הבחירות – בהנחה ובתקווה שתהיה זו ממשלת ימין – חייבת להיכנס למערכה הגורלית על שטחי B".
