A new report released by the Center for Near East Policy Research, a Jerusalem based think-tank, discusses the possible connection between American military aid and Palestinian terrorism.

The report, "Implications of U.S. Military Training of Palestinian Security Forces," was authored by center chairman David Bedein and deals with the Office of the U.S. Security Coordinator (USSC), run by Lt. Gen. Keith Dayton.

Established in 2005, the USSC manages a multinational team of advisors, whose role is to restructure the PA security forces and train personnel. American tax dollars pay for advanced military and constabulary training for the Palestinian security forces at bases in Jericho in Israel and Giftlik in Jordan. The cost of training an entire battalion of National Security Forces (NSF) troops in Jordan is $11 million.

Since 2008 approximately 2,100 troops, enough to make four battalions, have been trained by Americans in Jordan. The American government utilizes advisors from the DynCorp International Corporation for training Palestinian forces. Soldiers enrolled in American training programs are vetted for terrorist links by the Palestinian Authority, American intelligence and the Israel General Security Services (Shabak). However, there is evidence that many people in the Palestinian security apparatus are also members of banned terror groups.

The report elaborates. "Salam Fayyad, PA prime minister, reached an agreement with the forces of Al-Aqsa Brigades…not to arrest them as long as they maintained a low profile. Al-Aqsa people are sheltered and receive salaries from Fayyad. When PA security troops were deployed in Nablus, Al-Aqsa people who had not been trained in Jordan and were not vetted received command positions. This included one individual who had engaged in extortion."

Some members of the Israeli political and military establishment have expressed their support for General Dayton and his program, citing a decline in terror in Judea and Samaria. In contrast, Bedein writes that the willingness to work with Al-Aqsa Martyrs Brigades indicates that the Palestinian Authority is not, in principal, opposed to the use of violence. Operations mounted by PA forces are most often aimed at destroying Fatah rival Hamas, rather than in reducing terrorism.

Bedein told the Five Towns Jewish Times, "The reduction of terrorism from Judea and Samaria is because of the success of Operation Defensive Shield, launched in April 2002, which placed IDF troops in strategic positions to patrol and surround every possible Arab terror stronghold, so as to prevent terror attacks."

"Ever wonder why the shelling stopped from Beit Jalla on Gilo in Jerusalem? For only one reason: Simply put, the IDF took back Beit Jalla, quietly and without fanfare."

Fatah recently has been attempting to reconcile with Hamas, creating the possibility of American trained forces being merged into joint units with Hamas fighters.

There is also a risk of American trained forces turning on Israel. As Abbas stated, he "reserve[s] the right to resistance" if negotiations do not turn out the way he likes. This occurred during the second intifada when Yasser Arafat had failed to gain his demands by negotiations. During that period, American training was also used against Israeli civilian targets...

In the report, Bedein commented that human rights have not improved in the Palestinian Authority since the inception of the program. "Palestinian and other human rights organizations report brutality, torture, and arbitrary arrest by those PA security forces trained by both the United States and European Union."

General Dayton looks on his Palestinian charges with pride. During a military ceremony, he announced to Palestinian forces that he "couldn't be more proud of the fact that you stepped up to be the founders of a Palestinian state."

However, the nature of that state remains to be seen. A new plan for Palestinian statehood, written by PM Fayyad, discusses restoring unity with Gaza [Hamas] and of implementing Sharia law.

The report quotes a "prominent Palestinian journalist" as saying that the association between the Americans and Fatah could give Hamas a boost in the polls in the next election. This would certainly prove detrimental to efforts to create a demilitarized Palestinian state as envisioned by Benjamin Netanyahu. Moreover, every officer in the Palestinian forces is required to swear an oath of allegiance to Fatah. This had led to "elite PA forces trained in Jordan [being] unwilling to stop Fatah militia operations, including extortion and abductions."

Israeli Maj. Gen. (Res.) Ya'akov Amidror commented regarding the Palestinian security forces' efforts to reduce terror. "There is a huge difference in the Palestinian view between law enforcement, which is seen as legitimate, and anti-terrorism, which is not seen as legitimate…The U.S. confuses the two."

In the report, Dr. Mordechai Kedar of the Begin-Sadat Center for Strategic Studies at Bar-Ilan University is quoted as saying that American trained forces cannot be expected to fight against terror when members of their own clans participate in terror organizations. "…When (not if) there will be domestic problems in the PA/Palestinian State these people will be loyal primarily to their clan [Arabic: hamula] rather than to the state, since they will never shoot their brothers or cousins… you can surely say that their loyalty will be according to the context of the event in which their participation will be required."

Dr. Kedar spoke with the Five Towns Jewish Times regarding the USSC and its role in the peace process. "On one side, it [the USSC] is good because it strengthens those sectors that might work with Israel, especially the security forces. But on the other side, no one can guarantee that these weapons which the Americans are giving those Palestinians will not be turned against Israel," Kedar stated.

When asked about the unwillingness of American trained forces to act against the Al-Aqsa Martyrs Brigades, Kedar responded by saying that the PA forces "can become very easily a terror group against Israel…with all respect to Dayton and his efforts, this is a mine which is being implanted in this area...I'm pretty sure that they will be the front power against Israel when the day comes." Asked if he believed that American training will be used in a war scenario against Israel, Kedar responded in the affirmative.

Bedein's research indicates that current aid to the Palestinian security forces is in direct contravention of American law. Congress, in making appropriations for Palestinian training, instituted a caveat, "None of the funds appropriated by this act may be provided to support a Palestinian state unless the Secretary of State determines and certifies to the appropriate congressional committees that…the elected governing entity of a new Palestinian state…is taking appropriate measures to counter terrorism and terrorist financing in the West Bank and Gaza, including the dismantling of terrorist infrastructures…"

Continued Palestinian Authority support for the Al-Aqsa Martyrs Brigades means that it would be impossible for the Secretary of State to honestly certify that this provision has been met. According to a 2005 Congressional Research Service report, "Congress wants to ensure that U.S. assistance is used for legitimate humanitarian projects and that no U.S. aid is diverted for military or terrorist use against Israel."

Bedein recently traveled to Washington to present his report's findings. He spoke with staffers of 25 key members of the U.S. Senate and House and presented copies of his report to make them aware that, in his words, "U.S. military aid to Fatah may backfire."

Despite being cleared for terrorist ties, some recipients of American training are former leaders of banned terror groups that have received amnesty from Israel as a gesture to build up Mahmoud Abbas...

"Dear Judge Goldstone,
My name is Dr. David Zangen. I am a consultant in Pediatric
Endocrinology and Diabetes at Hadassah University Hospital in Jerusalem.
Over 50% of my patient population is Palestinian from Jerusalem, the West Bank
and Gaza. I speak Arabic and initiated the first training program for
Palestinian physicians in the field of Pediatric Endocrinology. The
trained physicians were fully respected and were included as first authors on
our studies that we published in the world's leading professional journals.
But, at the same time, I happened to be the Chief Medical Officer of
my brigade during Operation Defensive Shield, in Jenin, 2002. I was
responsible for the medical treatment of our soldiers, but also for enabling the
hospital in Jenin to provide full medical services to the civilian population,
and I was personally involved in numerous medical treatments that Palestinians
(including fighters) received from Israeli physicians.
During and after the operation the director of Jenin Hospital was a
source for what has been falsely called the "massacre in Jeninin which 5,000 people were slaughtered." This
same person, Dr. Abu Rali, has also claimed that one part of the Jenin hospital
was destroyed by Israeli tank missiles: "12 tank rockets were shot at the
hospital."
You should know, honorable Judge, that these statements have been
proven and documented as outright lies, not only by Israeli sources, but also by
the Human Rights Watch and UN organizations, which counted only 52 dead on the
Palestinian side and 23 on the Israeli side. These organizations, and
photographs of Jenin Hospital following the operation, showed no evidence of any
destruction at the hospital buildings.
This Dr. Abu Rali, a hospital director and physician, lies and
incites in the service of the Shahids. It is hard to believe that
a director of a hospital can give such an obviously false testimony. I
cannot understand it. And you cannot understand it. But,
unfortunately, this is what has happened. Even people who would normally
be considered reliable sources become advocates of blatant lies.
Tragically, moral misbehavior of doctors in the Palestinian Authority is not
new. The pediatrician, George Habash, sent his terrorists to kill children in
Israeli schools, as did Hamas' leader and pediatrician, Dr. Abd al-Aziz Rantisi, as well as pediatrician, Dr. Mahmud
Zaher, who continues to encourage the launching of rockets from Gaza
against innocent Israeli schools.
Please Judge Goldstone, you should really be careful when such
blatant liars serve as the basis for your report. I am sure that you mean
well, but being an eyewitness, both to the events in Jenin and to the subsequent
media, and initially false, UN reporting, I do understand what happened to you,
how a person of such stature and integrity could become associated with such a
faulty report.
Look, Judge Goldstone, at your report on the Al Fakhura incident on
January 5-6th 2009 (paragraphs 651-688). You do report how Israel was
accused for directly bombing the UNRWA school. It took two weeks for this
accusation to be withdrawn. But you, honored Judge, went back to get your
testimony only from the same people who spread the blood libel of the school
bombing. Moreover, when analyzing the scene you claim that you could not
verify the numbers of 24 dead and 40 wounded, but these numbers are not
considered exaggerated. Finally, in the 'Factual Findings' section, you
already determine that 24 people were killed and 40 injured!
Did you, by any chance, try to validate any of these invented and
inciting details? Did you look at the Al Jazeera or BBC reports from the
same very day of the event? Did you try to validate your 'Factual
Findings' conclusions by at least getting emergency room charts on the people
admitted to their trauma department on this very day? Did you go over the
ID's of the "dead" and the place or cemetery where they were supposedly
buried?
No, you didn't!
As a judge I am sure that you did not mean to hurt Israel. I
try to believe that you came to Gaza without prejudice. But a judge is
expected to look, at least, for some evidence and verification (media, emergency
room registration, burial places, etc.) of the testimonies and not accept
impossible "facts". You have allowed yourself to be misled by fabrications
made either by terrorists or doctors such as Dr. Abu Rali from Jenin.
I, and my colleagues in Israel, are proud of the medical service that
is given equally to everyb human being regardless of origin; we are also proud to
belong to a nation that is identified as having higher moral standards than
others.
I call on you, Judge Goldstone. Take this Al Fakhura incident,
look at the media coverage from the very same day. See the events in their
context. Try to live one day with the responsibility for the existence of
this small nation of six million Jews threatened constantly by 300 million
Muslims. I call on you to try and not draw conclusions from such lies and
misleading witnesses, even if they come from so-called professionals. In
the modern world, propaganda and lies are definitely a part of the war.
And as a judge, you should not serve as a tool for augmenting hatred and
conflicts.
We desire peace. We love peace. And we try our utmost to
fight for our right to exist while maintaining the highest possible moral
standards, even at the cost of our lives.

USAID Funds PA Schools for Incitement

According to David Bedein it's 2.4 Billion dollars since 1994 and USAID says it plans to invest another $153 million in 2010 for the development of PA infrastructure in Judea and Samaria.

I think that taxpayers would prefer their taxpaying money go "illegally" to the Spinka Yeshiva, a private school,  to help pay teachers salaries than "legally" to USAID to fund incitement for terror.  ( Please note that the Spinka Rebbe publicly expressed remorse for defrauding the gov't and taxpayers monies.) 

 I think Americans would expect the gov't to answer to the taxpayer and apologize and express remorse because they were told that the monies to USAID would go to "r
educe poverty, improve health and education, create jobs and advance democracy

Is this the education we are funding?

Is this the return we wish to see on our taxpaying investment?

 Rav Amnon Yitzchok said in one of his taped lectures that in the end of times it says that the Jews will either be Kulo Zakai (all righteous) or Kolo Chayav (all guilty).  He asks how is this possible.  A whole generation that is righteous?  There will always be sinners!  A whole generation that is guilty?.  There are always 36 Righteous for which the world stands.  What's the explanation?  He said that it means there will be no middle ground. 

In the end of times there will only be extremes.
Either chose with the righteous or choose with the quilty.

Obama 'Reaches Out' by Naming 'Devout' Muslims to Security Posts

U.S. President Barack Obama continues to "reach out to Muslims" by appointing them to key security posts amid charges he wrongly ignored internal Muslim terror. One recent appointee was harshly criticized for appearing on a British-based television station whose host is a member of a radical Muslim group.
President Obama has continued to "reach out Muslims," as he said in his keynote speech in Cairo last June, and this past week he swore in a Muslim rights advocate to the Homeland Security Advisory Council, shortly after the Fort Hood massacre. HSAC members are involved in expertise on national security.
The new member is Syrian-born Kareem Shora, who was the national executive director of the Arab-American Anti-Discrimination (ADC), which previously has called on the United States to stop providing Israel with weapons because of alleged "atrocities" against Arabs. Her background for her new security post is having been a legal counsel and advocate for Muslim civil rights.
She also has been a frequent guest on the pro-Hamas al-Jazeera satellite network.
Shora, who has been described as a "devout Muslim, joins another devout member of the faith, Arif Alikhan, who was appointed as Assistant Secretary for Policy Development in the Department of Homeland Security. His qualifications for the job were listed as having been in charge of public safety in Los Angeles during his term of deputy mayor. One of his actions was to remove the plan that tracked Muslims in the city who were suspected of terrorist activities.
Americans have been jolted by several lethal attacks and confrontations with Muslims over the past year, including a plot to attack synagogues and down U.S. military aircraft, the manufacture of bombs, an alleged attempt to explode a Texas skyscraper, a plot to blow up malls in Boston, and last month's Fort Hood massacre by a Muslim psychiatrist who was an officer in the army.
A desire to avoid the appearance of labeling all Muslims as terrorists lunged out from the shadows last month after President Obama faced criticism for not taking seriously the threat of Muslim terrorism within American society as well as in the Middle East, Asia and Africa.
Several months ago, President Obama appointed Dalia Mogahed, a "devout Muslim," to his Council on Faith-Based and Neighborhood Partnerships. She quickly came under fire for appearing in a telephone interview on a London-based Muslim television station, whose host is a member of an extreme Islamic group.
She said was unaware of the affiliations of her host, whose program included questions and comments favoring the implementation of Islamic Law ("sharia").
Mogahed explained that she did not hang up the phone in the middle of the interview because "I assumed that very few people would watch this show but that doing something more dramatic would bring more attention."
 In the current issue of Newsweek, columnist Jacob Weisberg, citing former Secretary of State Colin Powell, wrote that "Obama's [Muslim] heritage feeds a broader suspicion that he is too casual about the threat from America's Islamist enemies."
The journalist added, "With the massacre in Texas, Obama now confronts something that George W. Bush did not face in the years after September 11—not just a major act of domestic terrorism, but one struck from inside our security apparatus…. America does not face a threat from the perversion of faith in general. We face a threat from the perversion of one faith in particular."
