Please focus on Page 6 and page 18 VISUALS MAPS Courtesy of CIA.  Very enlightening.  Did you know that under the drop down list of countries there is a country called WEST BANK and another country called GAZA STRIP?  Of course neither have much to do with the STATE of ISRAEL.  The Golan Heights is in Syria.

According to these maps, The Old City of Jerusalem as well as the Kotel and Har HaBayit are all located in  WEST BANK (Arab Territories of PA) in Arab PA.
