When you fight a war there are two methods. One is to wait at home waiting for the enemy's attack and then to defend yourself, the other is to go out to the enemy and wage war. 

The second approach is superior in two ways: First, when you attack offensively, you are not forced to use your weakest forces. You can use your best forces, attacking the enemies weakest points. But when your enemy attacks and you are on the defensive, the enemy chooses the time most convenient for him, attacking your weakest point "your stragglers", attacking you there and fighting the battle there. A second benefit: The nature of war is that there are losses on both sides. It inevitable results in some destruction for the victor, even if it is only small and isolated. When you defend yourself against an enemy offensive, the battle is fought on your territory. No matter the outcome, during the battle it is not peaceful. And you can not function as you would during peacetime. It creates devastation on many levels, even if ultimately you win the war. When you proactively initiate the battle, you set the agenda. You first ensure that normal peacetime needs are cared for, only then going out to war, plus the war is engaged on enemy territory, so the devastation which occurs damages only the enemy, not the initiator of the war.
