Mattot Arim's Second Comparative Report on Legislators & Ministers

Parties:
First in order of merit was the National Union which with 71 activities on average per legislator far surpassed its rival, the Jewish Home-Mafdal which averaged 45 activities per legislator in the 9-month period covered by the report. Likud was next, with 28 activities on average, and Shas was not far behind with 21 activities per legislator on average. Liberman's Yisrael Beytenu surprisingly scored low, averaging only 17 activities per legislator, surpassing only ultra-Orthodox UTJ, at the bottom of the list with 16 activities per legislator.

Highest individual scorer in Likud (in the whole Knesset, in fact) was Yariv Levin with 116 points, far exceeding the next top Likud contenders, namely Zeev Elkin - 69, Danny Danon -66 and Zipi Hotovely - 63.
Zion Pinian, an Orthodox novice Likud MK, was next with 31. In the 20's: Ayub Kara - 29, Miri Regev - 29, Carmel Shama - 28, Silvan Shalom - 26, Ofir Akunis - 26, Yuli Edelstein - 25; Ruby Rivlin - 22, Gilad Erdan - 22, Michael Eitan - 21; and Leah Nes - 21.
Likud legislators and Likud ministers scoring in the teens included Bogy Yaelon - 18, Haim Katz - 17, Gidon Saar - 16, Benny Begin - 16, Limor Livnat - 15, Yisrael Katz - 14, Yuval Steinitz - 13, Moshe Cachlon - 11, Gila Gamliel - 10.
The lowest scoring Likud reps were Dan Meridor - 2 and Yosi Peled - 9.
Ministers:
As above, Mattot Arim found a low level of activity among ministers. The 3 most active (least inactive...) ministers were Likud (note: National Union have no ministers): Silvan Shalom (26), Yuli Edelstein (25), and Gilad Erdan (22) tying with National Home's sole minister, Daniel Hershkowitz. Bogy Yaelon scored 18 points, followed by Gidon Saar, Benny Begin and Uzi Landau, with 16 points. Shas ministers scored poorly, with 8 points for leader Eli Yishai and 5 points for Ariel Atias. The junior Shas ministers were slightly higher rated: 10 points for Yakov Margi and for Meshulam Nahari. Liberman's ministers also scored poorly: 7 points for Stas Miseznikov, 8 for Sopha Landver and 13 for Police Minister Aharonovitch.
Special achievements:
The report also added a special chapter on "important achievements". National Union's Uri Ariel, highly regarded as a vigorous parliamentarian and expert on furthering Israel's interests in Judea and Samaria, topped the list with four important achievements, for assisting in appointing non-left-wing Supreme Court judges, for watching out for National Camp interests in the all-important Finance Committee at the Knesset, for bringing other legislators to the Shomron, and for passing a law (clemency for anti-disengagement demonstrators), one of the only laws the National Camp had passed in the period covered by the Report.
A surprising second was former-Kadima current-Likud MK Zeev Elkin - 3 important achievements: the long-awaited establishment of the Knesset's Land of Israel lobby together with Prof. Aryeh Eldad, bringing other legislators to the Shomron, and passing the disengagement demonstrators' clemency law. Begin, Yaelon and Edelstein (Likud), Eldad (National Union) and Rotem (Yisrael Beytenu) chalked up two important achievements each.
Individuals:
The highest scoring ultra-Orthodox legislator was Rabbi Chaim Amsalem (46). Menachem Porush scored poorly (11 points).
The highest scoring female legislator was Zipi Hotovely (63).
Methodology:
All types of ministerial and parliamentary activities were culled from local and foreign press, from party websites, individual MK websites, Knesset website, National Camp activist groups, regional councils and communities, from our activists, and of course from the legislators themselves. Level of activity was defined simply as the number of parliamentary and governmental actions, such as interrogatories, bills, votes and agenda-setting, initiated by each minister or legislator on issues of importance to the National Camp.

Please write to the ministers and MKs, tell them you are aware of the Mattot Arim activity report and will strongly appreciate their continued hard work on topics such as building Judea and Samaria, hasbara on dangers of Palestinian state, formulating a tough plan of action responsive to the Palestinian boycott of our goods, etc.
